Sustainable construction awards Runner up

A people focused project was highly commended for second place.

Site canteens so good they could take bookings, graffiti-free site toilets, neat site clothing (without 'builders cleavages') and a safety programme to virtually eliminate accidents are all part of the BAA ACTA/Glasgow car park project.

The results are construction workers who feel 'cared for' and do not move on after a few weeks, a better trained workforce for suppliers, overall improvements in efficiency and better relations all round between client, contractors and the local community.

Glasgow car park project is perhaps the most peopleorientated of the awards projects this year, taking as its basis the BAA-wide ACTA programme.

The aim of ACTA, the Airport Construction Training Alliance, is threefold, explains Anne-Marie Morrison from the scheme. 'First there is Respect for People, then building on that is Qualifying the Workforce and finally Safety.'

Measures are carried out in partnership with the BAA suppliers as part of their framework agreements, she says.

'We want to treat construction workers as part of the airport team, recognising their contribution, ' she explains. That has meant providing better welfare and site facilities, aiming at 'best in class' where possible. On Heathrow's Terminal 1 upgrade, the canteen became so popular with non-construction workers that restrictions had to be imposed.

The scheme also aims to give the workers a feeling of identity by providing branded work clothing. Discounts and cheap rates on public transport, available to permanent airport workers, are extended to the construction force.

Glasgow also instituted a 'park and ride' scheme with minibus services from central Glasgow and from a remote carpark facility, recognising that many construction workers must start early or finish after public transport stops.

Welfare facilities are integrated with health awareness, with campaigns such as healthy eating menus, DrinkWise, advice on smoking, and encouragement for blood donation. The Blood Bus has done very well on visits to the site.

In Glasgow the canteen not only gets away from the 'greasy spoon' image but has also helped support the local economy. Rather than call in a catering firm, a local business start-up was facilitated, with the once-unemployed people involved proving so successful they are taking on further contracts at the airport.

ACTA aims at local involvement across the board for training, and at Glasgow the use of supplier training has been developed. 'If a supplier has a particular skill, say asbestos working, we get them to provide training for other workers, ' says Morrison. Training is nearby, is practice related, and is less disruptive for the workers than travelling to another city.

Recruitment is also part of the project with a proactive programme to bring in new local workers. Colleges, staff agencies and job centres work in partnership. Glasgow has tapped into government programmes like the 50+ scheme to give people new starts - five have come in this way, and the New Deal has brought in 21.

'ACTA is also involved in the database registration of workers, which works in conjunction with a Passport to Work identity card, ' explains Morrison. Not only does this give workers quick access to a secure site on a daily basis, but it allows them to bypass hurdles if they move on and then return. 'We can identify those who are reliable and also work out their training levels and needs, ' she says.

Perhaps most important, is the top level element, the One in a Million safety scheme which wants to cut site accidents on BAA's projects to one reportable incident in one million man hours, by 2004. Currently BAA achieves an index of 0.36 (3.6/million), which is well below the industry's average of 1.3 but 'we want to improve', says Morrison.

A wide range of safety tools includes the Twelve Essential Rules, summed up in a series of easy to understand poster logos.
