Full time hard shoulder running could boost safety

Full time hard shoulder running should bring an overall improvement in safety, despite increasing some risks for road users, industry sources said this week.

The move is the latest development in the Highways Agency’s managed motorway programme.

In response to concerns expressed by South Yorkshire Police, the Agency confirmed that the probability of vehicles stopping in live lanes will be greater, but that its hazard analysis showed an overall improvement in risk as a result of all-lane running (ALR).

Jacobs road safety auditor Kate Carpenter said: “While ALR may be slightly riskier in a steady state on links between junctions, it should be safer overall as it will maintain consistency through junctions.

    So is the intention to introduce universal hard shoulder running? I assume the risk of operating two systems with occasional stay in lane speed limited use has been evaluated.

  • I would expect Kate Carpenter to be already regretting this statement. The statement is just an empty stream of words designed to answer a question without actually making any sense. I am very surprised to hear a (presumably) qualified road safety auditor making such an ill considered statement.

  • Are the Highways Agency sure that all hard shoulders have the same construction depth as the adjacent slow lane?
