Building on floodplains known to be at high risk of flooding should be limited to 'essential infrastructure' such as roads and bridges, says new government guidance on flood defence published this week.

Planning Policy Guidance 25 sets out flood zones at high and low risk, directing authorities and developers to avoid any but the least flood-prone sites.

PPG25 has been placed on the Department of Transport Local Government & the Regions website, www. dtlr. gov. uk
