ICE PRESIDENT George Fleming this week accused planners and surveyors of failing to understand the technical issues linked to flooding.
He has called for civil engineers to become more involved in property planning and conveyancing. 'Planners aren't technically trained, and surveyors know little about flood risks, ' said Fleming in his last week as Institution President.
Fleming argued that the environmental assessments provided by developers before building on flood plains should be more rigorously challenged, as they are often biased.
'We need to take a test case through the courts to nail a developer building on the flood plain, ' he said.
For existing property Fleming advocates more thorough investigation of flood risk during the selling process.
