Firms could claim £1m of costs back

Firms bidding for Public Private Partnership deals with London Underground could claim up to £1M of costs back if the competition is terminated on grounds other than value for money of the bid. If a shortlisted bidder was asked to commit expenditure on an extended bid, later proving unsuccessful, it could also claim the money.
