Fine tuning

It is time we enforced speed limits effectively. At present the court authorities get no part of a speeding fine - all of it goes to the Exchequer. In Hampshire the courts stop at 2,000 fines per month; whereas the Police would be happy to process 500 a day. I suggest that the way forward is for there to be a 20% surcharge to fund court and Police expenses.
