Essential work must be fast

I read two reports in NCE (20 March), one in the news section on the escalating costs of road building, another on improving the M6/M1/A14 junction that said 'the Highways Agency is working to bring forward a scheme that can be taken to a public enquiry'.

Is it any wonder that costs escalate if such an obvious need as this has to sit gathering dust?
