Capacity building in society: Support development of local capacity in governance and skills and in local businesses.

People: develop the talents and knowledge of young people, end users and providers.

Delivery and procurement: Use appropriate partnerships.

Outcomes: Development engineering will focus on outcomes not artefacts.

Context: Development engineering will be most effective where the local and international context is supportive of sustainable, equitable human development.
