Mark Whitby wonders who paid for the rioters in the City on 18 June. The answer is, of course, the usual suspects, the taxpayers.

Had he been on foot, as I was, he might have wondered why so much money had been spent on mobile phones, designer footwear, video cameras, and legal and illegal drugs; and so little on soap.
