Chancellor expected to announce green budget

Chancellor Gordon Brown will give his pre-budget report this lunch time and, in response to the Stern Review on climate change, is expected to raise taxes on carbon emitting modes of transport.
He will hit motorists with an increase in fuel duty and possibly road tax, and is also expected to raise flight taxes and duty on aviation fuel.The pre-budget report is also expected to unveil a raft of investment for the construction of new schools.
