CEEQUAL Annual: Projects Compendium 2009

CEEQUAL rewards best environmental practice on civil engineering projects. This is our first review of the scheme and some of the projects making the grade. Close to £9bn of projects have been or are being assessed by the CEEQUAL scheme. Projects can be big or small and are graded as pass, good, very good or excellent.

Black & Veatch/Costain/Bristol Water

The scheme comprised two main projects − Barrow Reservoir and Pumping Station and the Northern Relief Main a 13km pipeline scheme. The project was carried out by the Bristol Water AMP4 Framework team. Access to the site was limited as the reservoir was constructed between two areas of ancient woodland. The main challenge during pipeline construction was mitigating the risk of landslips in lower lias clay at the base of Dundry Hill.

  • Start/finish: September 2005-March 2008

CEEQUAL Awards attained:

  • Barrow Reservoir and Pumping Station: Excellent award − Whole Project
  • Northern Relief Main pipeline scheme: Good award − Whole Project

Project achievements:

  • Reservoir site was selected to reduce pumping requirements and minimise carbon footprint
  • Careful planning of cut and fill meant that no material was taken off site
  • Environmental mitigation measures taken, including nesting bird surveys before hedgerow removal and white clawed crayfish watercourse surveys
  • Sections of felled oak trees placed around site for insect habitats and bat boxes installed in ancient woodland

Project Achievements:

  • Design changes diverted 8000m3 f waste from landfill and reduced haulage journeys by 900
  • Substantial reduction in noise levels for nearby properties due to planted earth noise bunds and use of ‘quieter’ asphalt surfacing
  • Areas of land acquired to replace and enhance lost wildlife habitats
  • Improved access to public open space and amenities through new footpaths, cycle-ways and bridleways
  • Planting of 126,000 new trees

 

A30 Bodmin to Indian Queens Improvement

A30 Bodmin to Indian Queens Improvement

  • Award: Excellent (WPA) Score: 86.2%

  • Start Date: July 2005
  • Finish Date: July 2007

Project Achievements:

  • First ever full Early Contractor Involvement (ECI) scheme to be commissioned by the Highways Agency
  • Site clearance with an Archaeological Watching Brief discovered remains of a rare late Neolithic henge, which were fully excavated
  • Survey, capture and translocation of 361 reptiles
  • Construction of seven hibernacula
  • 13 otter and/or badger crossings
  • Installation of dormouse bridges and creation of 6.5km of Cornish hedge

 

St Ives Stennack River Flood Defence Scheme

St Ives Stennack River Flood Defence Scheme

  • Award: Excellent (WPA) Score: 81.9%
  • Project Team: Environment Agency (client), Carillion (formerly Mowlem, contractor), Halcrow (designer)
  • Start Date: April 2006
  • Finish Date: August 2008

Project Achievements:

  • Tailor-made solution involving pioneering techniques, never used before by the Environment Agency: Cross drains to catch rain-water and divert it into culverts; a carbon calculator and a ‘living wall’ made of fast-growing willow on the riverbank to slow down flood water, prevent erosion and provide habitat for wildlife
  • The scheme was redesigned in places to retain mature trees
  • Improved water quality in the River Stennack and on the beach by diverting misconnections and dirty water discharges to sewers

 

HCA , Birse & Halcrow

These major road and flood attenuation works provide for the future development of up to 12,000 houses. The 1.5km link road joins the A4500 Weedon Road to the Swan Valley employment area, and crosses the River Nene’s floodplain on embankments that are integral with 6km of flood attenuation bunds. Together these provide a network of elevated pathways through the Country Park.

The construction took place through and between County Wildlife Sites, with prominent ecological resources. Ecological mitigation measures were essential to achieve net biodiversity gain from the project. Halcrow ecologists were integral to the project team and worked closely with the Environment Agency and Northamptonshire Wildlife Trust.

  • Start/Finish: January 2006-May 2009
  • Cost of project: £17.5M

Awards:

  • Client & Outline Design Award - “Excellent: 84.8%”
  • Whole Project Award - “Excellent 85.9%”

Project Achievements:

  • Local suppliers and labour used extensively
  • Extensive environmental surveys and continual monitoring undertaken daily
  • Localised modifications to highway verge and flood bund to avoid damage and loss of mature oak trees
  • Creation of water-meadow and hay-meadow habitats, including seed harvested from local nature reserves
  • Environmental protection and ecological mitigation measures for reptiles, water voles, fish, river mussels, birds, bats and badgers
  • Archaeological reports provided for local village archives
  • Drainage design minimised the risk of pollution, erosion and damage to habitats
  • Regular fuel efficiency checks on site plant and equipment
  • All waste separated on site for appropriate disposal or recycling
  • Construction methods, plant and machinery chosen to limit noise and vibration levels

 

Team Van Oord

The aim of this project was to maintain the integrity of the flood defence embankment and to provide enhancement through the creation of salt marsh habitat. The Environment Agency has invested significant funding into ensuring that this sensitive site has been retained using soft engineering techniques.

Environmental and logistical problems were overcome by the use of innovative techniques. These included the use of a long reach excavator mounted on a specialist jack-up platform for the tidal installation of the timber stakes and brushwood mattress.

Project Achievements:

  • Development of a soft engineering solution
  • Use of brushwood faggots sourced from sustainably managed coppicing of ash and chestnut
  • Profiling to create natural tidal creek embankments and river meander
  • Innovative use of geotechnical and river engineering techniques

 

VolkerStevin

The Alkborough project was designed to help manage flood risk on the Humber Estuary. Now
the largest manmade wetlands in Europe, it safeguarded and enhanced wildlife habitats, helped with wider tourism
projects, involved the local community and adapted the construction timetable to suit farming cycles. These are
just some examples of how we believe sustainability can work alongside engineering.

Welsh Assembly Government/Atkins/Jones Bros

Parc Cybi is a strategically important site for the economic regeneration of Holyhead and Anglesey. This project includes offices, factories and a leisure complex, and 150 new homes. Set within an Area of Outstanding Natural Beauty, the Welsh Assembly Government’s concept was for a carbon neutral development.

  • Start/finish: January 2007-December 2008
  • Cost of project: £8.5m

Awards:

  • Excellent rated CEEQUAL award and a score of 94.6% − the highest to date in the UK

Project Achievements:

  • Inclusion of a social responsibility clause required contractors to recruit local people from the unemployment register where possible
  • Excavations unearthed ancientartefacts and the remains of a Neolithic longhouse and a Bronze Age roundhouse.
  • Atkins produced an energy strategy for the development.
  • Jones Bros used Value Engineering principlesto minimise waste, initiate materials recycling processes and cut down on overall vehicle movements.
