CAT used for first time


The Highways Agency this week used its new capability assessment toolkit (CAT) for the first time. It invited six companies to tender for the Enhanced MAC contract in Area 2, which covers maintenance and construction work in Devon, Somerset, Wiltshire and Gloucestershire.

CAT scores were combined with past performance data (PPD) to provide vendor ratings for each of the joint ventures that expressed an interest in the contract. The Agency said that applying past performance data altered initial CAT rankings, proving that companies who are not in the top CAT rankings still have a chance of getting on the Agency's tender lists.
