Big stick to beat floods


Geoff Mance of the Environment Agency is apparently concerned the new planning guidelines are too weak to stop councils allowing further development on flood plains (NCE 19th October).

I suggest that next time planning permission is granted on a flood plain against Agency advice he waits until a flood occurs and then uses the legal, technical and financial resources of his Agency to mount a class action on behalf of the residents.

It will only take a couple of cases before local authorities get the message.
