The ODA has published a detailed note setting out the evaluation process being undertaken to appoint the delivery partner by an in-house team and independent advisors in secure offices in the City.

Under the new competitive dialogue procedure (NCE 2 February), shortlisted bids have been scored in a number of areas including expertise of personnel, ability to work in partnership with the ODA, effective management tools and systems, and commercial and contractual arrangements.

The ODA has set up an independent review body - the Compliance and Oversight Group - as an additional means of ensuring the integrity of the selection process.
