Back to basics

Perhaps we should revert to good overall planning for how to cope with the excess water when a design standard is exceeded.

Because if there is one certainty in life, it is that any design standard will be exceeded one day. Television coverage of houses built relatively recently on the natural floodplain surrounded by floodwater tells us something.

Back to basics springs to mind.
