BAA submits Stansted expansion plans

BAA today submitted a planning application to build a new runway at Stansted Airport.

Under the plans known as Generation 2, capacity at the airport would be boosted from 25M passengers a year to 68M passengers a year.

Expansion would include a new runway 2.2km east of the existing one as well as a new terminal and traffic control tower. BAA estimates that the overall cost of the project at £3.7bn.

The plans were slammed by the Stop Stansted Expansion group which called them: "tantamount to a declaration of war on the local community and global environment".

Group spokesman Peter Sanders said: "This is a betrayal of a longstanding undertaking to the local community that there would never be a second runway at Stansted. We will fight BAA's plans tooth and nail in what will be a defining test of whether protection of our environment is more highly valued by the Government than still more cheap flights and doing BAA's bidding."

The planning application to Uttlesford District Council also includes a study of how to improve transport links to the airport that has been worked on by consultants including.

Faber Maunsell was appointed early in 2004, to lead the development of a Surface Access Strategy for the G2 Airport Development. Other members of the G2 surface access team included, Mott MacDonald, Sinclair Knight Merz and The Denvil Coombe Practice. Specialist environmental advice was provided by teams under the leadership of RPS and Arup.

The G2 requires improved road infrastructure, with access to the M11 via new junction 8b, and A120 replacement junction. The G2 Surface Access Strategy also intends to drive down car use. Specific measures include:

- using the price of parking for air passengers to moderate demand and encourage mode shift;
- adopting a forecourt charging/licensing system to reduce "kiss and fly" and taxi journeys;
- to restrain Airport car parking for both passengers and employees, whilst being careful not to cause pressure for off Airport car parking; and
- developing further the Airport staff car sharing scheme, the Airport Travelcard scheme, providing free internal Airport buses and enhancing walking and cycling facilities.
