    Have to agree with Adrian Millward, above. Looks like yet another chance for the DfT to lead Leeds City Council a merry dance, dangling the possibility of at last getting a rapid transit system the city so badly needs - being the largest city in Europe without a rapid transit system - only to snatch it away at the last minute, probably after the council has spent a million or so producing yet another study and reams of evidence. (Presumably the city still has ownership of the land they bought for the route of Supertram)?

    Perhaps those London councils which are less "progressive on the electric vehicle agenda" are more progressive on the mobility of pedestrians, look at the picture used in the article and see it as creating yet more impedimenta and taking more space away from them on already crowded footways? These councils may be more amenable if the proposed charging points were like the Arup 'recharge parklet' example, i.e. in the carriageway (and removing parking spaces if required)?

    So, now that it's 2 years down the line since the opening of the East-West Superhighway and figures from the counters on the Embankment show nearly 1 million bike users in the 7 months since the 1st January (see link below).

    Has the editor's opinion now changed? Is it perhaps time to revisit his article of January 2015 (which saw him get a bit of a beating on Twitter) and publish a new NCE editorial?

    Given the UK's technical exellence in tunnelling and the need not just to retain but develop those skills together with a real, literally concrete committment, from Westminster to 'the Northern Powerhouse' idea, rather than the platitudes we've had so far, how about a Leeds Underground system - for the largest city in Europe without a tram/metro system?

    The groundwork's even been done already by an enthusiastic citizen.
