All but biggest upgrades fall to Network Rail

All but the very biggest projects to enhance the rail network will become the responsibility of Network Rail in future, the rail White Paper says.

'Network Rail will be given funding to take forward small schemes. It will not have to seek approval or funding from government, ' says the White Paper. It adds that medium sized schemes such as projects to increase capacity will also be undertaken by Network Rail although these will be costed separately by the regulator and centrally approved.

Only larger schemes, such as the upgrade or construction of new lines, will be led by government.
