Wouldn't it be easier to just better integrate the existing Ebbsfleet HS line to St.Pancras at Stratford International to the Elizabeth Line at Stratford. This is a short 'missing link' which would cost half a million, not £15 billion.
Usual utter shambles from Grayling. Now left with a short unelectrified gap from just south of Leicester to just south of Chesterfield. You couldnt make this stuff up.

Ofcourse lower speed is the way to go. Highspeed SE model is the model. Only 35 miles between Sheffield and Leeds, so with acceleration and deceleration, time difference is about 3 minutes. HS2 is not over designed, just wrongly designed.

How can HS2 possibly claim they have the right route when they have, by their own admission, not carried out ground condition surveys? This most basic collection of information, essential for proper option appraisal, has not been undertaken.
The Meadowhall station route near Sheffield, later abandoned, is an example of the collosal waste of public funds, caused by absence of proper Project Governance, like Crossrail.
