One gets the impression that the Rail Regulator rather enjoys criticising Railtrack, sometimes unjustly in my view.

I recently had occasion to refer to him a matter on which I had failed to get satisfaction from a Train Operating Company. I received an acknowledgement within a week which said that 'Tom Winsor reads all letters in the first instance' and that it would take up to 15 working days for a 'draft response' to be sent out.

After five weeks without any response, I was told that replies were running a month late.

Criticism of the Regulator therefore seems appropriate.
